Full Job Description

The Construction Manager (CM)  shall be responsible for the day-to-day coordination and communication between the construction contractor and the Project Manager in the performance of his/her duties. Construction Management includes monitoring the overall contract performance by the construction contractor including the delivery of the final product and services as identified in the construction contract.

Qualifications: 

The CM must meet the following minimum qualifications:

  • A minimum of 8 Years of commercial construction experience including Supervision, Site work, Excavation, Concrete, Paving, Roofing, Plumbing, Welding, Mechanical and Electrical.
  • Handling projects ranging from $10,000 to $25M.
  • Knowledge of building codes, industry codes and standards.
  • Able to read and understand construction drawings and specifications.
  • Strong interpersonal skills and effective communication skills with broad range of project stakeholders (construction contractors, engineers, facility managers, etc.).
  • Self-Motivated, Work in a Team Atmosphere.
  • Working knowledge of a variety of computer applications including Microsoft Office (Outlook, Word, Excel, and PowerPoint), SharePoint and TEAMS.
  • Completion of OSHA 30 Hour Construction Safety and Health training is preferred.
  • Ability to operate a motor vehicle and possession of a valid driver’s license

Job Functions

The CM shall perform the following job functions:

  • Conduct reviews of project design documents and provide recommendations, assist in the development of a detailed implementation plan and schedule and conduct constructability reviews with the project manager and design team
  • Conduct a pre-bid conference with interested construction contractors and perform/oversee the project site showing
  • Schedule and conduct a Pre-Construction Conference with the prime construction contractor, subcontractors and NASA organizations involved in the project implementation. Coordinate and participate in a Partnering Workshop to encourage cooperation and assist in the development of a team approach to issue resolution
  • Assist in the development of a reasonable project schedule that is responsive to customer requirements. Ensure that the construction contractor uses the appropriate levels of qualified personnel necessary for performance of contractual requirements in accordance with approved schedule
  • Ensure that the construction contractor complies with the defined Statement of Work or specifications included in the contract. Assist the construction contractor and owner personnel in interpreting technical requirements of the contract scope of work or specifications
  • Monitor and document contract performance and report all problems related to performance to the Project Manager
  • Monitor jobsite safety and report any non-compliance with all applicable Occupational Safety and Health Administration (OSHA) and owner safety, environmental and occupational health requirements. Coordinate all necessary owner permits, waste manifests, and paperwork for removal of construction contractor-owned property and equipment
  • Conduct weekly project status meetings and provide written minutes to document progress, status and issues
  • Ensure that the construction contractor is maintaining a set of "red-lined" drawings to reflect the “as-built” conditions. The “as-built” drawings shall also reflect all formalized changed conditions and work by others as required. Inspect the construction contractor’s “red-lined” documents on a regular basis throughout the project.
  • Assist the Project Manager in the review of progress payment requests
  • Conduct periodic inspections of owners equipment and property to ensure that no damage has occurred
  • Maintain organized files containing all emails, design clarifications, meeting minutes, or any other material that relates to impacts to the project’s cost, schedule or scope
  • Schedule and coordinate utility system outages and draft correspondence necessary to communicate effectively with the owner’s personnel of project implications and impacts (i.e. road closures, utility outages, etc.)
  • Recommend changes in the scope or technical provisions of the contract with justification for the proposed action.
  • Perform/oversee the inspection of completed work and services.
  • Coordinate the timely commissioning, acceptance and turnover of systems or equipment from the construction contractor to the owner.
  • Maintain a “punch list” of issues to be addressed and ensure that all punch list items are closed prior to project acceptance.
  • Coordinate the pre-final and final site inspections. Assist the Project Manager in the sign-off and acceptance of the project through internal owner organizations
  • Prepare/conduct a Construction Closeout Meeting to document project accomplishments and lessons learned
  • After completion of the work, notify the Project Manager when the construction contractor has met all terms of the contract and make any appropriate recommendations
